Oklahoma MCLE Requirements: The Complete Guide for 2026

Oklahoma is an annual requirement, not a multi-year cycle. Every single year, 12 credits, 2 of them ethics. There is no three-year runway to spread it across.
The 2-hour ethics requirement is newer than people think
Effective January 1, 2021, Oklahoma raised the ethics minimum from 1 credit to 2. It's in Rule 7, Regulation 3.6. If you're working from an old mental model — or an old checklist — this is the one that catches your rear end at year-end.
What counts as legal ethics credit
The MCLE Commission approves ethics credit for presentations focused on:

Attorney well-being and substance use disorder training may also qualify for ethics credit — a point many Oklahoma lawyers don't realize, and a useful option if the traditional ethics offerings feel stale.
Ethics instruction has to be presented in identifiable blocks of time and focused on those areas. A general course that mentions ethics in passing won't earn the credit. The course must be pre-approved for ethics credit, and all of OkieCLE's courses let you know if they're approved for ethics.
The reporting rule that catches people
You cannot self-report your MCLE credits online in Oklahoma. Providers are required to post your credit within 30 days of the program — or by January 10 of the following year, whichever comes first.
This is genuinely different from most states, and it's where Oklahoma lawyers get burned. In Florida, for example, the attorney logs in and posts their own credit. Here, you are dependent on the provider doing their job.
What that means practically: check your transcript. Log in at MyOKBar, click through to MyMCLE, and use the View Full Transcript link to confirm the credit actually landed and was applied to the right year.
If a provider hasn't reported and the deadline is closing in, you can submit a certificate of course completion directly to mcle@okbar.org or by regular mail. Keep your completion certificates until you've confirmed the credit posted.
Carrying credits forward
Oklahoma allows carryover, which is a meaningful advantage over states that don't. A maximum of one year's requirement — 12 credits — may be carried to the following year, provided the credit is reported in the year it was earned.
That last clause matters. Credit you earn in December but that doesn't get reported until the following year won't carry the way you expect. Another reason to verify your transcript before December 31 rather than after.
The late fee schedule
Oklahoma's penalties escalate, and they are published plainly:

Members who remain noncompliant are suspended. MCLE can consider a full or partial waiver for serious hardship or extenuating circumstances, by written request on the prescribed form. Medical requests need a supporting statement from a physician.
On-demand and distance learning: no limit
Effective January 1, 2019, Oklahoma removed the cap on online, on-demand credits. There is no restriction on how many distance learning credits you may use each year.
You can satisfy the entire 12-credit requirement online if you want to. Webcasts, webcast replays, video conferences, teleconferences, and on-demand programs all count.
One timing warning for the year-end crowd: if you're completing an on-demand program near the deadline, you must obtain completion verification by midnight Central Time on December 31. For downloadable audio programs, that means logging in and entering the audio code before midnight. Finishing the content isn't enough — the verification has to be in.
Other ways to earn credit
Teaching
Attorneys earn 6 CLE credits for 50 minutes of instruction at an approved CLE activity. With multiple presenters, the time is divided among them. Teaching credit is not awarded to conference moderators, and not for teaching a non-attorney audience — though presentations to paralegals, legal assistants, or legal secretaries may qualify. Presenters don't get attendance credit for sessions they present. And if you wrote the materials but someone else teaches it, or the course is canceled, you get nothing.
How credits are calculated
Each 50-minute segment of actual legal instruction equals 1.0 CLE credit. Fractions are rounded to the nearest whole or half credit. The allocation is never arbitrary — it's a straight function of instructional minutes.
Exemptions and new admittees
Newly licensed attorneys are exempt for the remainder of the calendar year in which they are first admitted to practice in Oklahoma. Credit earned while exempt may still be carried forward, as long as it's reported in the year it was earned. That exemption is recorded automatically — no report required.
Broader exemptions are governed by Supreme Court Rule 2. If you received an MCLE exemption before 2015 upon turning 65, that exemption still stands.
Do I have to file an annual report?
Not usually anymore. The MCLE rules no longer require an Annual Report of Compliance from members whose MCLE record already reflects the required credit as of December 31.
You do have to file if your transcript doesn't show sufficient credit, or if you need to report an exemption. Exemptions can be reported online at okmcle.org.
You'll also get an interim credit reminder by email in October — but you can check your status online at any time, and given the provider-reporting rule, you should.
